Flim and Flam are identical twin unicorn brothers identifiable only by one having a moustache.

The Flim Flam brothers had already gained a reputation for being scam artists beforee they began a Ponzi scheme in Canterlot. They pushed their luck too far when they tried to invove the Crown and had Princess Trixie ready to invest before Mark Wells caught on and uncovered their scheme. The pair were then thrown into prison for fraud and other charges.

Mark decided that to pay for their crimes and to put their talents to good use, he put them to work examining all the financial dealings within the government and between the Crown and its suppliers of goods and services. They proved adept at uncovering malfeasance and took delight in proving that they were smarter than anyone who wanted to scam them. Mark permanently suspended their prison sentence on the proviso that if they are ever caught trying another scheme of their own, they would be sent back to jail and the key thrown away. This is unlikely to happen because the twins not only have a comfortable lifestyle in Canterlot, they also enjoy their job way too much.
